Angels are the highest form of Reaper. They are mentioned in the Secret Reports.

Attaining Angel Status

A Reaper's main job is to either hinder or erase the Players. In doing this, they earn points. After receiving a certain number of points, they are elevated to the rank of Angel.

Angels and the Game

Angels do not seem to interfere with the actual Game, although, if needed, they can send down one of their own to become the Producer. This is normally done when a certain Game has especially high stakes. It is implied that they are normally unwilling to worry themselves with matters of the Game normally in the Secret Reports.
